Una reforma de tan amplias proyecciones exige algo más que la modificación de los aspectos legales: es indispensable despertar la conciencia ciudadana y lograr un cambio de actitud y un nuevo sentido de pertenencia en todas las personas vinculadas al sistema. De nada sirve u n gran régimen normativo si no hay hombres comprometidos con el cambio y una sociedad resuelta a brindarle su apoyo.
