Identificar y evaluar estudios que analizaron el gobierno abierto en sus ejes de participación, colaboración y transparencia; así como el análisis del desarrollo del gobierno abierto en Brasil. Se estructuró una revisión bibliográfica de las publicaciones científicas obtenidas de la base de datos “Scopus” entre los años 2015 a 2016 sobre gobierno abierto y los ejes de transparencia pública, colaboración y participación; y, en segundo lugar, efectuar el análisis del desarrollo de gobierno abierto en Brasil, entre los años 2009 al 2018 correspondiente a los aportes en normas, políticas, programas, iniciativas y marcos o modelos de evaluación. |
