The research was conducted at the cdi Sol’Enfance; references include the cdi program documents and the theories of human rights and citizenship/social identity-building adopted by psychology in the social and community spheres. The research method was based on the theoretical-methodological proposal of social representations, which were retrieved by interviews, observations, and document review. All this was analyzed considering Bronfenbrenner’s ecological systems theory. The results allowed to offer purposeful criticism to the Child Development Centers program of the ICBF.El objetivo de esta investigación fue identificar cómo el Estado, la familia y la sociedad educan a los niños y las niñas de primera infancia, en situación de vulnerabilidad social, como ciudadanos respetuosos de los derechos humanos. Esto a través del programa Centro de Desarrollo Infantil (CDI) del Instituto Colombiano de Bienestar Familiar (ICBF) en concordancia con las creencias, experiencias y conceptos de las personas encargadas de la educación de los niños y las niñas, tales como docentes, padres de familia y representantes del ICBF. La investigación se realizó en el CDI Sol´Enfance; las referencias documentales fueron los textos del programa CDI, las teorías de derechos humanos y construcción de ciudadana e identidad social que ha asumido la psicología en el área social y comunitaria. El método de investigación se sustentó en la propuesta teórico-metodológica de las representaciones sociales, las cuales fueron recuperadas mediante entrevistas, observaciones y revisión documental. Todo esto fue analizado a la luz de la teoría ecológica de Bronfenbrenner.
