Institutions of social participation –or participatory institutions– already existing expanded and new ones arose. Aware of this, the solidarity economy movement sought to occupy these spaces. Purpose: This article aims to revisit the concepts of participatory institutions so that understanding about how they have operated in practice and their effectiveness on participation itself is made possible. Therefore, the study aims to identify the participatory institutions ascribed to the solidarity economy, so as to understand what is the role proposed by the State for these institutions, as well as to analyze and distinguish if the solidarity economy movement is accessing these spaces in an effective way. Conclusions: It is possible to conclude that there already exist several participatory institutions linked to the solidarity economy and that, in the municipality of Canoas (in the department of Rio Grande do Sul, Brazil), the Municipal Forum of Solidarity Economy has played a decisive role in the division of power between the State and civil society. Nonetheless, there is still much left to progress towards en effective participatory democracy in the municipality and in the country.

Se expandían las existentes y surgían las nuevas instituciones de participación social —o instituciones participativas—, y atento a ello, el movimiento de economía solidaria buscó la ocupación de estos espacios. El texto se plantea revisitar los conceptos de instituciones participativas para que sea posible entender cómo estas han operado sus acciones en la práctica y comprender su efectividad sobre la participación en sí. Por lo tanto, se propone a identificar las instituciones participativas adscritas a la economía solidaria, a entender cuál es la función propuesta por el Estado para estas instituciones, así como a analizar y a comprender si el movimiento de economía solidaria está accediendo a estos espacios de forma efectiva. Se puede concluir que ya hay diversas instituciones participativas vinculadas a la economía solidaria y que, en el municipio de Canoas (en el departamento de Rio Grande do Sul, Brasil), el Foro Municipal de Economía Solidaria ha tenido papel determinante en la división del poder decisivo entre el Estado y la sociedad civil; sin embargo, aún hay mucho por avanzar hacia una democracia participativa efectiva en el municipio y en el país.Desde 2003, com a chegada do Partido dos Trabalhados (pt) ao governo federal, percebe-se, no Brasil, uma aproximação notável e comprometida da sociedade civil ao Estado. Expandiam-se as existentes e surgiam novas instituições de participação social — ou instituições participativas— e, atento a isso, o movimento de economia solidária buscou então a ocupação desses espaços. Este texto se propõe a revisitar os conceitos de instituições participativas para que seja possível entender como elas vêm operacionalizando suas ações na prática e compreender suas efetividades sobre a participação em si. Objetiva-se, portanto, identificar as instituições participativas ligadas à economia solidária, entender qual a função proposta pelo Estado para essas instituições participativas e analisar e compreender se o movimento de economia solidária está acessando esses espaços de forma efetiva.
